Job Title: Corporate Compliance Rights Protection Officer
Location: Brazoria and Galveston Counties
FLSA Status: Exempt
Working Status: Full Time with Benefits
Summary:
The Corporate Compliance Office will provide implementation, monitoring and general oversight of the Corporate Compliance Program of the Center as well as consumer rights protection within the Center.

Job Duties: (To be performed with or without accommodation as based on ADA requirements)
The Corporate Compliance Officer will be responsible for the following:
Essential Job Duties:
- Develop, implement, monitor and provide oversight of the Corporate Compliance Plan
- Promote corporate compliance as a core value within the Center. Investigate and coordinate investigations of all allegations of non-compliance. Report to General Counsel results and recommendations of all investigations. Guidelines are adhered to at all time and goals and objectives are consistent with established policies and procedures, and rules and regulations, with no substantial discrepancies.
- Develop and participate in new employee orientation training on compliance
- Update the compliance plan on a regular basis (at least annually) to reflect changes in the organization's risk profile, and applicable laws and regulations
- Policies and procedures are reviewed and revised as needed, with changes communicated to appropriate personnel within designated timeframes, with no substantial discrepancies.
- Report regularly to the compliance committee, Executive Leadership Team and the Board (annually or as needed) on implementation and results of monitoring and auditing activities, reports and on-going and concluded investigations.
- Serves as Chair of the Compliance Committee meetings. Additional Committee meetings are attended as scheduled with no unexcused absences; System issues are corrected within designated timeframes outlined in the plan of action with no significant discrepancies.
- Develop and participate in training programs on the Compliance Program and its expectations of employees, contractors, independent agents and vendors.
- Actively attends training regarding updates on compliance issues. Disseminate information to staff, contractors, etc.
- Coordinate with HR and monitor staff training records for compliance with the required staff training.
- Training requirements are completed within the designated timeframes as warranted by employment, licensure and/or certification
- Review audits and monitoring plans as prescribed by the compliance plan.
- Guidelines are adhered to at all times and are consistent with established policies and procedures, and rules and regulations, with no substantial discrepancies.
- Independently act on and investigate matters related to corporate compliance including consumer reports, or payor complaints.
- Performance and completion of investigations within the timeframes specified in policy and procedure, with no substantial discrepancies.
- Promote corporate compliance as a core value within the Center. Investigate and coordinate investigations of all allegations of non-compliance. Report to General Counsel results and recommendations of all investigations. Guidelines are adhered to at all time and goals and objectives are consistent with established policies and procedures, and rules and regulations, with no substantial discrepancies.

- Coordinate with HR the efforts on employee background checks, credentialing, and disciplinary policy regarding compliance.
- Guidelines are adhered to at all time and are consistent with established policies and procedures, and rules and regulations, with no substantial discrepancies.
- Develop and implement feedback loops, which encourage providers to report potential problems without fear of retaliation.
- Continuously train providers on the importance of adherence of the compliance program as well as ramifications for failing to report.
- Ensure all compliance activities support the mission, values and goals of the Center
- No substantial discrepancy or conflict between the compliance program and client rights violations.
- Maintain records that adhere to HHSC (formerly DSHS and DADS) Standards. Review all incident reports including HIPAA incidents and file accordingly. Promote advocacy and protect the legal and basic human rights of all individuals served at the Center. Investigate and coordinate investigations and resolutions of all allegations of violations of individual's rights. Liaison with DFPS on abuse/neglect/exploitation allegations. Serve a liaison with internal and external advocacy programs. Review P&P's, behavior programs and rules which affect individual's rights. Reports to CEO and General Counsel program practices that interfere with the responsiveness of programs and services to individual's needs.
- Timely reporting deaths as required by HHSC for death reporting and review process.
- Serve as a member of the Behavioral Therapy Committee.
- Assists in all other tasks necessary to maintain the highest quality of care at the Center
- Expedites and/or responds to situational needs in a timely manner. Assist Supervisors when requested.
- Serves as Chair of the Human Rights committee which meets quarterly.
- Serves as Chair of the Forms Committee.
- Perform all duties as listed with the utmost customer service for both internal and external customers.
- Treat all individuals with courtesy, decency and respect. Provide responsive, effective, and efficient services. Interact effectively with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
- Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.

- Provide responsive and efficient services.
- Interact with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
- Provide the highest level of Customer Service for both internal and external customers.
- Required to report personnel leave; flex time and emergency leave to assigned supervisor.
- Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
- Consistent adherence to the Center's Dress Code.
- Consistent adherence to Center safety guidelines and expectations.
- May be required to travel within Brazoria and Galveston Counties.
- Out of region travel may be required to attend training.
- Must maintain a clear driving record and driver's license in accordance with our Driver Policy.
- Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.
Non-Essential Job Duties:
Supervision:
- Receives direct supervision from General Counsel, with minimal supervision from the CEO.
- There is an expectation of extensive latitude for the use of initiative and independent judgement as determined by the General Counsel.
Required Education for Corporate Compliance Officer:
- Master's degree in rehabilitation, business, or human services field and three (3) years full-time paid-related work experience, with at least one year of work experience in an upper-level management position.
OR
- Bachelor's degree in rehabilitation, business, or human services field and five (5) years of full-time paid related work experience, with at least two years of work experience in an upper-level management position.
AND
- Must have current Texas driver's license and be insurable under Center insurance
Required Education for Rights Protection Officer:
- Minimum requirements are a bachelor's degree in the human services field and five years of direct consumer service experience with people with behavioral health, intellectual and developmental disabilities, and/or substance use services.
OR
- five years' experience of satisfactory performance in a position in which the primary duties involved quality assurance

Special Projects:
- Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
