Summary:
Reporting to the Behavioral Health Services Director, the Clinic Manager is responsible for the daily clinical/administrative operations of the Mainland Community Service Center outpatient mental health adult clinic in Texas City, Galveston County. Oversees service provision within the TRR service model, including crisis intervention services, pharmacological management services, targeted case management, medication training & support, skills training & development, psychosocial rehabilitative services as well as SE/SH/IMR evidence-based practices within MH adult service array. Responsible for ensuring quarterly & semi-annual program achievement of HHSC performance contract measures/outcomes. Responsible for the development & monitoring of assigned program budget. Work involves assisting in establishing program goals and objectives; assisting in development of program guidelines & procedures; developing standards for achieving program goals; and evaluating program activities. Accountable for assuring compliance with GCC training requirements as well as state and federal regulations, including program billing/clinical documentation practices and other contractual obligations and requirements. Employ leadership skills necessary to consistently maintain a productive and effective operation within the program.

Job Duties: (To be performed with or without accommodation as based on ADA requirements)
The Program Manager-MCSC will be responsible for the following:
Essential Job Duties:
- Manages and oversees the daily operations of the Mainland Community Service Center Adult Mental Health clinic.
- Monitors the work of personnel to ensure that all services and program requirements are met pursuant to GCC Policies & Procedures and the current HHSC performance contract.
- Participates in recurring HHSC Technical Assistance calls as directed.
- Will provide oversight to program personnel to monitor individuals' progress to ensure the efficient completion of MH adult service provision and to ensure patient satisfaction.
- Responsible for implementing standardized revenue cycle management processes.
- Promotes integration of mental health, recovery and crisis services at clinic sites for better efficiencies and improved customer service.
- Maintains a current knowledge base with regard to rules, regulations, policies and procedures relating to behavioral health service delivery.
- Directs the coordination of positive inter and intra communications to share information regarding quality of care, member issues and cost-effective services and works across GCC service delivery areas to achieve objectives.
- Demonstrates and supports a commitment to Center goals and the agency's mission. Creates and supports an environment which fosters teamwork, cooperation, respect and diversity. Maintains excellent rapport with persons served, internal providers, and acts as liaison with outside entities as required.
- Responsible for participating in development activities for data driven management. Program managers develop and utilize program data to evaluate program implementation of standardized operational workflows, to measure program staff productivity and to improve program outcomes.
- Responsible for monitoring staffing levels within the team; includes the hiring and training of new staff.
- Keeps Director of Behavioral Health Services informed by reviewing and analyzing program productivity reports; summarizing information & identifying trends with submission of monthly productivity/performance report.
- Conducts QA reviews of clinical documentation. Identify and address deficiencies as appropriate to ensure accurate documentation of service provision.
- Responsible for maintaining ANSA certification as well as ensuring current certification amongst clinicians. Coordinates with ANSA Super User for semi-annual QA activity.
- Responsible for ensuring the completion of the initial and annual ANSA recertification pursuant to the Praed Foundation and DSHS contract. Any lapse in certification will result in formal disciplinary action. Exception: If certification lapse/expiration is reported to supervisor within 24 hours of expiration date, employee will be granted opportunity to recertify by close of following business day. Any lapse/expiration greater than 24 hours will result in termination of employment. Additionally, all certified practitioners are responsible for participating in annual quality assurance training activity performed by the identified ANSA super user.
- Complete LPHA assessment necessary to determine eligibility for admission (inclusive of priority population).
- Complete the required diagnosis form indicating all five diagnostic categories.
- Accurately complete all LPHA Center required documentation necessary for admission process.
- Assure all required LPHA documentation is printed, signed, and filed in respective records.
- Assists with the development of guidelines, policies, and procedures, and monitors compliance.
- Ensures a clinical and/or administrative approach to service delivery.
- Work with the Chief Nursing Officer to plan for the implementation of the Center's best practices including Suicide Safe Care best practices.
- Prepares and monitors program budgets and regularly monitors program's ability to generate revenue.
- Facilitates efficient and effective communication within and across GCC departmental areas.
- Regularly conducts program staff meetings.
- Conducts performance evaluations of assigned staff in order to give employees timely feedback on their performance.
- Schedules assigned staff to participate in mandatory training in order to ensure staff competence and development.
- Promotes and advocates principles of workforce diversity at the Center.
- Promotes personal and professional growth of all employees within the service department so that a competent workforce is maintained.
- Will monitor employee personal leave balances to ensure compliance with Center leave policies. Will schedule employee personal leave in a manner that minimizes interruption to Center services.
- Utilizes work time effectively to insure that all assignments are completed in a thorough and timely manner.
- Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.

- Out of region travel may be required to attend trainings.

- Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.

Required Education:
- Minimum of a Master's Degree with an LCSW or LPC licensure
Required Licensure/Certifications:
Required Experience:
- At least three years of work-related experience with behavioral health adult population, broad knowledge of local community resources as well as leadership experience required.
Preferred Experience:
- 2-3 years of experience in management

Special Projects:
- Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
