Job Title: Program Manager-TCOOMMI
Location: Brazoria and Galveston Counties
FLSA Status: Exempt
Working Status: Full-time with benefits
Summary:
Reporting to the Program Manager Co-Response Teams & Justice Services, this position is responsible for the daily clinical/administrative operations of the Center's Texas Correctional Office on Offenders with Medical or Mental Impairments (TCOOMMI) services. Provides leadership, direction, and oversight of TCOOMMI services provided across the Center's two County catchment area. Responsible for the development of program budgets, establishing program goals, evaluations, and objectives, revising Policies & Procedures, and assuring staff compliance with the Center's training, documentation, and state and federal regulations.
Responsible to ensure programs maintain high quality standards, meet target goals and objectives and comply with applicable local, state and/or federal regulations, statutes and guidelines. Work closely with supervisor to develop strategic/business plans and key performance indicators for each of the programs. Direct and oversee Continuous Quality Improvement for each of the programs and work with the Finance Department to ensure services operate in a cost effective manner and meet budget projections. In coordination with the supervisor, also act as a liaison with applicable organizations, community groups and key stakeholders to maintain good relations and advocate for clients, staff and services. Participates in the development and implementation of the Center's mission, vision and values.

Job Duties: (To be performed with or without accommodation as based on ADA requirements)
The Program Manager-TCOOMMI will be responsible for the following:
Essential Job Duties:
- Oversees the daily operations of the Center's TCOOMMI services.
- Participates in development of strategic plans and objectives for program management.
- Oversees and recommends changes to all clinical and business operational policies and procedures.
- Responsible to work with staff to implement standardized revenue cycle management processes and staff roles.
- Promotes integration of mental health, IDD, recovery and crisis services at program sites for better efficiencies and improved customer service.
- Quality assurance or staff services and documentation.
- Resolves all problems related to staffing, utilization of facilities, equipment and supplies.
- Represents program and interacts with regulatory agencies, insurance carriers, and other professional and community groups.
- Participates in the evolution and refinement of quality improvement processes.
- Monitors programs compliance with HHSC standards, Texas Administrative Code and other governmental regulations and contract requirements.
- Enhances program operational effectiveness, emphasizing cost containment and high-quality patient care.
- Responsible for data driven management utilizing program data to evaluate each program's implementation of standardized workflows, to measure program staff productivity and to improve program outcomes.
- Participates in recruitment and retention of professional and nonprofessional staff.
- Evaluates performance and recommends merit increases, promotion, and disciplinary actions.
- Responsible for monitoring balanced budgets for all assigned program areas
- Participates in professional development activities to keep current with trends and practices in health care administration (conferences, journals).
- Serves as the primary contact between TCOOMMI and the Local Mental Health Authority (LMHA) and the Intellectual and Developmental Disability Authority.
- Responsible that accurate information is entered into the TCOOMMI Web Application (WebApp) with regard to client referrals, treatment information, diagnoses, service delivery and appointment scheduling.
- Performs a complete review of the data entered into the Web Application no later than the 3rd working day of each month to verify that data entered is complete and accurate.
- Program Manager is tasked with the oversight of the Continuity of Care and Intensive Case Management programs and, as such, is to ensure the following: Clients referred to the TCOOMMI program are appropriately screened for services; Caseload sizes and service level assignment are appropriate based on established criteria in accordance with PGP-01.01 Continuity of Care, PGP 01.02 Adult Intensive Case Management, PGP 01.05 Juvenile Case Management, as applicable; Case staffing and collaboration meetings are held with Probation and Parole officials at least monthly to identify eligible clients for program services. If unable to attend, ensure that a designee is present; Recommendations are provided to the TCOOMMI Compliance Monitor regarding staffing patterns for their program where indicated.
- When an incident is reported by the media, the program's assigned Compliance Monitor is to be contacted within the same day the Program Director is made aware of the event.
- Each month, self-audits of a random sample of client files is to be completed as an oversight measure with the results used to identify training opportunities and/or corrective measures for affected staff as well as determine overall compliance with TCOOMMI program policy and procedure. Documentation of the results of the file audits should be maintained at the LMHA level.
- Quarterly self-monitoring reports of program requirements are due to the assigned Compliance Monitor no later than the third (3rd) working day following the end of the quarter.
- Monthly statistical reporting is required in order for TCOOMMI administrative staff to provide a summary of TCOOMMI program performance to the Legislative Budget Board on a quarterly basis. The Program Monthly Report detailing program activities for the previous month must be completed accurately, in accordance with provided instructions, prior to submission to TCOOMMI no later than the third (3rd) working day of the month.
- Review and verification of the monthly COC Referral Report to ensure that the information on the COC Referral Report is accurate and complete. The COC Referral Report is to be submitted to TCOOMMI no later than the third (3rd) working day of each month.
- Quarterly Case Load Report is to be submitted each quarter of the Fiscal Year in accordance with instructions provided with the report.
- Monthly Position Vacancy Report of current vacancies in the program and if positions have been filled and by whom to the TCOOMMI fiscal department by the 3rd working day of the month.
- TCOOMMI Position Control Listing that provides the name, position title, position number, date of assignment, and caseload type should be submitted to the TCOOMMI fiscal department no later than the third (3rd) working day of each month.
- Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.
- Treat all individuals with the utmost courtesy, decency and respect.

- Interact with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
- Provide highest level of Customer Service for both internal and external customers.
- Required to report personnel leave; flex time and emergency leave to assigned supervisor. Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
- Consistent adherence to the Center's Dress Code.
- Consistent adherence to Center safety guidelines and expectations. May be required to travel within Brazoria and Galveston Counties.
- Out of region travel may be required to attend trainings.
- Must maintain a clear driving record and driver's license in accordance with our Driver Policy. Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.

Required Education:
- Requires a bachelors degree from an accredited college or university with a minimum number of hours that is equivalent to a major in psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human growth and development, physician assistant, gerontology, special education, educational psychology, early childhood education, or early childhood intervention.
Preferred Education/Licensure/Certifications:
- Master's degree preferred.

Required Experience:
- Requires minimum three years of management experience. Requires work related experience with adult mental health.
Preferred Experience:
- Prefer five years of clinical experience within the Mental Health field.
