Position Summary
In support of Gulf Coast Center's mission to provide accessible, efficient, and quality services that promote independent and healthy living, the Senior Advisor, Substance Use & Integrated Care (PRN) serves in an as-needed, consultative, and advisory capacity to strengthen the organization's Substance Use Disorder (SUD) system of care (Humanity | Excellence).
This role provides executive-level subject matter expertise to advance integrated, person-centered, trauma-informed, and recovery-oriented services aligned with Texas Health and Human Services Commission (HHSC) requirements, Local Mental Health Authority (LMHA) responsibilities, and Certified Community Behavioral Health Clinic (CCBHC) principles. Through strategic guidance and data-informed insight, the Senior Advisor supports responsible stewardship of public resources while promoting access, quality, and system sustainability (Accountability | Excellence | Honor).

This position serves in a consultative and advisory capacity only and does not include direct supervisory responsibility. Engagement is PRN and as-needed, allowing Gulf Coast Center to leverage specialized expertise in a flexible manner that aligns with evolving system priorities and community needs (Accountability | Excellence).
Essential Duties and Responsibilities
Executive Advising & System Strategy (Accountability | Excellence | Honor)
- Serve as a PRN senior advisor to the Senior Director of Behavioral Health Operations and executive leadership, providing objective, accountable guidance that supports ethical decision-making and system integrity.
- Offer executive-level analysis and strategic recommendations that advance operational excellence, efficiency, and sustainability across the SUD system of care.
- Monitor and interpret emerging HHSC guidance, federal priorities, and best practices, advising leadership on system implications to ensure GCC remains responsive, compliant, and forward-thinking.
Strategic Spend-Down & Fiscal Stewardship (Accountability | Excellence | Honor)
- Provide consultative support to ensure responsible, timely, and transparent utilization of SUD funding in alignment with HHSC contracts, grant requirements, and GCC's stewardship obligations to the community.
- Advise leadership on funding strategies that balance access, quality, and fiscal responsibility while supporting innovation and long-term sustainability.
- Identify fiscal risks, underutilization trends, and reinvestment opportunities, promoting shared accountability and data-informed decision-making.
Program Expansion & Service Development (Humanity | Excellence | You)
- Advise on the development and expansion of SUD services that respond to community needs and uphold GCC's commitment to compassionate, person-centered care.
- Support service strategies that enhance access, engagement, and continuity of care-particularly for individuals and families impacted by co-occurring substance use and mental health conditions.
- Provide strategic input on workforce, infrastructure, and operational planning to ensure program growth reflects both clinical quality and operational excellence.
Integration of Substance Use & Mental Health Services (Teamwork | Humanity | Loyalty)
- Support strategic initiatives that strengthen integration of substance use and mental health services across the LMHA system, promoting whole-person care and improved outcomes.
- Advise on interdisciplinary team models and integrated workflows that honor collaboration, shared responsibility, and the role of families and natural supports in recovery.
- Encourage alignment across clinical, operational, and administrative functions to reduce fragmentation and improve the experience of care for those served.
Performance, Quality & Data-Informed Decision Making (Excellence | Accountability)
- Support leadership, as requested, in reviewing and interpreting performance data, utilization trends, and outcome measures to drive continuous quality improvement.
- Recommend improvement strategies aligned with HHSC performance expectations, CCBHC quality domains, and GCC's pursuit of excellence in service delivery.
- Promote accurate reporting, monitoring, and learning practices that reinforce accountability and transparency across the system of care.
Collaboration & Stakeholder Engagement (Teamwork | You | Honor)
- Collaborate with executive leaders, program directors, and clinical leadership to advance strategic SUD and integrated care initiatives through shared goals and mutual respect.
- Support engagement with external partners, community providers, CCBHC collaborators, and HHSC representatives, strengthening partnerships that benefit the broader community.
- Represent Gulf Coast Center, when delegated, in strategic forums with professionalism and integrity, reinforcing trust, collaboration, and GCC's commitment to community-centered care.
Minimum Qualifications
- Bachelor's degree required; Master's degree in behavioral health, public administration, healthcare administration, or a related field preferred.
- Minimum of five (5) years of senior or executive-level leadership experience overseeing Substance Use Disorder (SUD) programs.
- Demonstrated experience working within a public behavioral health system, LMHA, or HHSC-contracted environment.
- Strong working knowledge of HHSC rules, LMHA responsibilities, and SUD funding mechanisms.
Preferred Qualifications
- Experience with CCBHC planning, implementation, or sustainability efforts.
- Experience integrating SUD, mental health, and co-occurring disorder services across systems of care.
- Familiarity with federal and state funding models supporting integrated behavioral health services.
Knowledge, Skills, and Abilities
- Advanced understanding of Texas public behavioral health systems, LMHA authority, and CCBHC frameworks.
- Strong strategic, systems-thinking, and advisory skills with the ability to influence without direct authority.
- Excellent written and verbal communication skills, including executive briefings and strategic summaries.
- Ability to translate complex data, policy, and system challenges into clear, actionable recommendations.

Work Schedule & Expectations
- PRN (as-needed) position with flexible scheduling based on organizational priorities and project needs.
- Engagement may include periodic on-site presence and participation in executive or system-level meetings.
- Occasional travel to GCC sites or external meetings may be required.
